Fixes #153.

ArNS names that can't form a URL (e.g. xn--g1h4420f) made every assessment throw Invalid URL, so the name failed for every gateway.

• Chosen names: SolanaNamesSource drops them from the sampling pool, so the sampler picks another name and the chosen count stays the same.
• Prescribed names: GatewayAssessor.assessArnsNames (continuous) and Observer.assessArnsNames (one-shot CLI) leave them out of name scoring. The one-shot name count now counts assessed names.

The check is isAssessableArnsName in lib/arns-validation.ts, which is URL.canParse('https://${name}.invalid/').

Tests: one regression test per site, each failing before the change. Full suite passes.
