chore(release): fix chocolatey pre-release behavior

What 🤔

• skip_publish is not templatizable (that's a word?), and it errored during a release.
• Also added a CONTRIBUTING.md file

How?

• I replaced it with --skip=chocolatey to make sure pre-release versions do not trigger the chocolatey flow
