Looking at the CCDS-R plugin, only certain HLE squawks and emergency codes are auto converted.
What is the proposed change?
Add remaining conspicuity and listening squawks to the config.

This is how at least one RW system works.
I'm not sure what should be a label and what should be a callsign? Presumably, one would want a listening squawk to be a label to still see the callsign for reaching out to them?
