What would you like to see?
A user should be able to disable voice input without installing the package required for voice.
What would it help you do?
A user may not be allowed to download extra packages so they would be stuck with a voice icon forever

This is now fixed and released in v0.27.2.
You can see the change in PR #304 (commit
1f7e9b0).Your words — being "stuck with a voice icon forever" — described the problem perfectly.
You can now turn voice input off without installing the kit, and the first microphone press asks you whether you want to use it at all.
When you have time, please update the plugin.
Then please check if it works well for you now.
If it is fixed, a quick reply here would be great.

I will reopen it and raise the priority to fix it quickly.
