[NUI] Add per-device gesture options and recognition thresholds - #7847

Add GestureDeviceSelector (matches an exact device name, a device class and subclass, or a device class), nested Options types for Pan/Tap/LongPress gesture detectors with GetDefaultOptions, SetDeviceOptions, TryGetDeviceOptions and ClearDeviceOptions, Gesture.DeviceName, and per-device recognition thresholds (PanThresholds, TapThresholds, LongPressThresholds, PinchThresholds, RotationThresholds) exposed through GestureOptions.Instance. Also expose TapGestureDetector.ReceiveAllTapEvents / IsReceiveAllTapEventsEnabled. All new members are [EditorBrowsable(EditorBrowsableState.Never)] until ACR. Adds a DeviceGestureOptionsSample demonstrating the feature: a PanGestureDetector and a TapGestureDetector recognize gestures differently for mouse vs. touch, using detector-local Options (mouse pans restricted to roughly horizontal drags, both allow a double tap) and GestureOptions.Instance per-device thresholds (mouse needs a longer drag before a pan starts and a faster second tap for a double tap than the touch defaults).
