EDR 0.24.0 builds stack traces for compilerType "slang" build infos from their debugSymbols, so the test no longer needs HARDHAT_SLANG_EXPECT_STACK_TRACES and runs like the debugInfo test. On EDR 0.23.0 it fails with "Failed to parse build info: missing field `ast`".

Update to the latest EDR, pulling in the additional EIP-7954 to our experimental Amsterdam support.
This PR also enables the end to end tests within the
hardhat-slanglocal plugin. Previously they were disabled awaiting debug symbol support.Docs

Peer bumps
hardhat-slangwill need a peer bump to the latest Hardhat, but I have not done that here as this should happen with the actual release.
