What failed:

• npm run typecheck: docs/tsconfig.json extends @tsconfig/docusaurus, which is not installed. The installed package is @docusaurus/tsconfig. CI does not run typecheck, so this was not seen (v0.16.8 has the same bug).
• updating.md had an upgrade note only for refactor(migration)!: drop support for deprecated migrations #4207. It said nothing about the RPC v0.8 removal (refactor(rpc)!: remove rpc v8 and the legacy pending block #4208) or the lower default RPC limits (chore(cmd, docs)!: lower default rpc concurrency limits to 1024/2048 #4209).

What this PR changes:

• Point tsconfig.json at @docusaurus/tsconfig. Typecheck now passes.
• Add two "Since v0.17.0" notes to updating.md: /v0_8 returns 404, and the defaults for rpc-max-concurrent-requests and rpc-max-request-queue are now 1024/2048 (they were 256000).

This PR does not create versioned_docs/version-0.17.0. The release check reads the tagged commit, so the snapshot belongs on release/v0.17.0, as it did for 0.16.0.
