windows-11-arm uses the VS2026 image which no longer ships C:/Program Files/OpenSSL, so FindOpenSSL fails during the wheel build CMake configure (find_package(OpenSSL 3 REQUIRED) runs even for precompiled-lib builds).

Mirrors the PR 1073 fix from precompiled-bin-workflow.yml:

  • Download the Shining Light OpenSSL Light 3.5.9 installer directly (winget is not available on windows-11-arm) and set OPENSSL_ROOT_DIR, on both Windows runners.
  • Replace the hardcoded VS2022 vcvars path with ilammy/msvc-dev-cmd (pinned to v1.13.0 SHA), which locates VS2022/VS2026 itself.

windows-11-arm uses the VS2026 image which no longer ships
C:/Program Files/OpenSSL, so FindOpenSSL fails during the wheel
build CMake configure (find_package(OpenSSL 3 REQUIRED) runs even
for precompiled-lib builds). Install the Shining Light ARM64/x64
Light 3.5.9 build directly and set OPENSSL_ROOT_DIR, mirroring
precompiled-bin-workflow.yml (PR 1073). Also replace the hardcoded
VS2022 vcvars path with ilammy/msvc-dev-cmd, which locates
VS2022/VS2026 itself.
