Problem Statement
In docs there is table that presents the compatibility of Kong Operator with specific Gateway API versions.
Currently threre are no tests that covers claims presented in table and not all of users use GWAPI CRDs delivered by KO. Some users manage them on their own or have them shipped e.g. as part of OpenShift installation.
Currently for the newest OpenShift 4.22 there is GWAPI v1.4.1 which includes only ReferenceGrant in version v1beta1 thus operator needed to be fixed, see #5635 , #5662, #5683 for FTI-7942.
Proposed Solution
Run tests for all supported version of GWAPI, adjust machinery and CI to allow it, probably do it only periodically or on particular changes to not overload CI.
