Moves the tests submodule on dev from 1530a9e82f20507bb782b82ceaede56392e3e4d6 to HyDE-Project/tests main 621f6964cd11024dc142c4156234b164fc0440f4.

New in tests since the previous pointer:

621f696 Merge pull request #38 from Delcado19/fix/keybind-app-config-toml-override
144b3bc fix(bind_harness): cover reactive app-launcher binds, add hyde.config.exec stub

The full suite passed against the new pointer in the validate job of this run, which is the real check: opened by the tests-pointer workflow, this PR's own Tests/CI runs land as action_required with no jobs queued, since their head commit was pushed with the workflow token. A maintainer has to open the Checks tab and click "Approve and run workflows" once per push to this branch before they execute.
