Release 1.7.1: tracker-loss fix + root-rewind fix

Ship 1.7.1 once both fixes are on main:

fix(events): detect a rewind to the conversation root #37 — rewind to the conversation root is detected (closes Rewind to the conversation root is not detected #31)
Tracker loss is fail-open: a rewind around a daemon restart goes undetected #33 — tracker loss records a resync event stamped now; remove the take_tracker allowlist entry
Version bump to 1.7.1 as the last commit; CHANGELOG dated
One green CI run on macOS, Ubuntu and Windows
Owner tags v1.7.1

Not in scope: #32 (/clear and /resume keep stale bases). Until it is verified, LUMEN_REPEAT_READS stays off.

Superseded by 1.8.0. There will be no 1.7.1: both fixes are on main and ship in 1.8.0.
