Count provider HTTP requests for one
orchestrator/freeimage review while two eligible candidates return HTTP 429 once each. The regression checks the actual local HTTP server's received requests, image parts on the rejected requests, the one-second provider cooldown before any resend, and the successful gateway response. It keeps the existing transport-spy cases for provider-stated and assumed cooldowns.Verification
