GAP-004: cutoff-safe summarizes_edge_v1 / tepp.summarizes_edge.v1. Binds refuse_summary_as_transition and refuse_summary_as_source_identity already on protected main. Distinct from retrospective-edge, role-contradiction, subevent-containment, inferred-status, episode-membership, relation-absence, outcome-order, membership-target, and copy-identity. identity_recovery_rate stays library-side.
A future-unavailable assignment must not change a historical cutoff result. Duplicate detection now runs only on assignments admitted at the knowledge cutoff; duplicates among admitted evidence still fail closed.
