Adds a /ci-activity slash command that fetches recent Prow CI job data for ComplianceAsCode/compliance-operator and presents a pass/fail breakdown by job type. Pass rates are computed over completed jobs only — pending jobs are tracked separately so they don't artificially deflate the rate. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

for ComplianceAsCode/compliance-operator and presents a pass/fail
breakdown by job type.
