Hart: Parsing Vanguard CVR xml files

We've encountered a difference in the way Hart Vanguard xml files are structured as compared to Hart Verity. In Vanguard, information on undervotes and write-ins is located outside the bracket and Arlo appears not to be able to parse these.

UPDATE: the new Vanguard xml files appear to be missing schema at the top, which prevents them from parsing. Adding the schema from a Verity version xml solved the issue for us.
