ci: "Cannot delete asset from an immutable release" errors after merging PRs

Some jobs from the CICD.yml and make.yml workflows recently started to fail at the "Publish latest commit" and "Publish" steps, after merging a PR, with an error like:

I think tagged release is not affected. Can we mark latest-commit mmutable by some way?
