Add missing usage notes for hasFormat, hasPrimaryLanguage, and hasOtherLanguage properties

The usage notes directing users to the respective EU NAL (EU File Type NAL and EU Language NAL) are currently defined only at the class range level (Format, LanguageSystem), while the property-level usage notes remain empty.

The following property usage notes should be updated to explicitly state the required CV

• Distribution-DownloadableFile.hasFormat $\rightarrow$ EU File Type NAL
• Dataset.hasPrimaryLanguage & Dataset.hasOtherLanguage $\rightarrow$ EU Language NAL
