Updates Metal3 chart from 0.15.0 to 0.15.1, including the Ironic subchart bump from 0.13.0 to 0.13.1. Adds IPA proxy and TLS configuration support for airgapped and custom CA environments. Changes: - Update Metal3 chart version and appVersion to 0.15.1 - Update Ironic chart version to 0.13.1 - Bump ironicIPADownloader image tag to 3.1.2 - Bump IPA image tag to 3.0.9 - Add IPA proxy settings (httpProxy, httpsProxy, noProxy) - Add IPA TLS configuration (tlsInsecure, trustedCA) - Add environment variables and volume mounts for proxy/CA support Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>

This update adds several needed features to the IPA downloader:
metal3-ironic.ipa.httpProxy,metal3-ironic.ipa.httpsProxyandmetal3-ironic.ipa.noProxyvaluesmetal3-ironic.ipa.tlsInsecurevaluemetal3-ironic.ipa.tustedCAvalue. This one is to be used the same way theglobal.trustedCAsvalue is used, set it to the name of a ConfigMap so it will use theca-bundle.pemkey there as its CA bundle.
