The CII is a 0–100 composite recomputed every few minutes server-side and
cached for ten. This page explains what the score means; the exact
weights, caps and floors live in the
scoring documentation, which is kept in step
with the code that computes them.

Each tier-1 country carries a static baseline reflecting structural risk —
an active-war country starts high, a stable democracy starts low. The
baseline anchors the score so a quiet news day doesn't make a war zone
look like Switzerland.

Capped additive pressure from ongoing hazards — severe climate events,
cyber activity, shipping disruption and large wildfires each add a bounded
number of points, so a hurricane can't masquerade as a civil war. The
per-hazard caps are listed in the

Countries in an active interstate or civil war (per UCDP classification)
never score below 70; minor armed conflict floors at 50. Whatever the
day's event count, the score cannot pretend a war away.

The index reads what has happened; it does not forecast. Coverage bias is
real — countries with dense reporting generate more events than closed
ones, which is why the structural baseline exists. Treat the trend and
the components as the signal, and the single number as the summary.
