Add comprehensive test suite: 86% backend coverage, 59 frontend tests

Backend: 69 new integration tests covering all 11 routers — dataset library
CRUD (94%), project management (97%), sharing (99%), admin (98%), export (93%),
batch runs, concurrent jobs, error recovery, and export helpers.

Frontend: 59 new Vitest tests with Vue Test Utils — parameter definitions,
notification utility, Pinia stores (theme/auth/config), Vue components
(EmptyState, OnboardingTour, HomeView, ParamSection), and router config.

Configured coverage.py with greenlet/thread concurrency for accurate async
tracking. Added vitest.config.js and jsdom setup for frontend test infra.
