add --no-wrap again and remove --omit-header from pybabel command
removing --no-wrap from pybabel update command
Add some more instructions for running locally, testing with multiple CPUs and fix some missing backticks in the route overview.
Remove "save_snippet_hashes" environment variable info, this was removed in #4574
Fix --omit-header as well to pybabel update
