Webhook tests and tooling

Opening this just for tracking. I'd like to have some tools included here to make it easier to debug the webhook without using a GitHub repo (by using a local HTTP server + some easy way to build events). Based on that I'll want to write some tests (e.g. for #459).

I assume you have an idea of what you're going to do since you self-assigned this, but wouldn't this require essentially mocking the GitHub API? That to me sounds just as difficult as mocking the Discord API.

Not at all! You only need to have properly structured dicts as events to send ^^

Actually, if monalisten is to be updated, can't there just be an API to create a client that reads from an async iterator/asyncio.Queue? That would remove the need for a local HTTP server.

Nope, I don't expect to touch monalisten at all for this -- if you have an HTTP server (or, more accurately, an SSE server, which in monalisten is like 50 LoC), you can just set BOT_GITHUB_WEBHOOK_URL in the bot to something like http://127.0.0.1:64513/events.
