Migrate to Docker Bake?

Currently we're using github workflows to build multi-arch, and it has some problems (missing description in OCI metadata, nightmarish github workflows)

I'd be interested take a stab at this. Do you have any guidance how to test it? I see the docker-compose file, but it'd be able to be a bit more thorough

Hey, so it's the workflows where this is really needed and maybe tightening the Dockerfile, essentially post release I'm having to build multi-arch in a matrix and then combine.

There will possibly be a second docker file with #237
