Datetime storage and presentation across GARM entities in GARM cli.

Hello, it would be useful for debugging to know when certain things occurred throughout the GARM system. Adding fields such as created, updated, started, completed, etc (where applicable) would help with temporal context when looking through the information presented by the GARM cli.

For example, when we release an image update, having the datetime created of a runner would let us know if the runner's underlying image was the old or new version.
