Defensive pass: mobile/iOS reachability + rendering fixes

- Footer Resources now links User Manual + Video tutorials — the Support
  dropdown lives in .nav-links, which is display:none on <=940px, so on
  phones those two links had no other home. Now reachable everywhere.
- Add -webkit-backdrop-filter for the sticky nav blur on iOS Safari <16
- html scroll-padding-top:84px so nav-anchor jumps don't hide section
  headings under the sticky header
- -webkit-text-size-adjust:100% to stop iOS inflating text in landscape
- Remove dead .viz/.viz-row CSS (unused since the GPU spotlight went to a
  single real capture)
