Clarifying the different process for ELIXIR Learning Paths in the Learning Paths Registration page

When a user clicks the Register New Learning Path button on the Learning Paths page, there is currently no indication that a separate process exists for creating ELIXIR Learning Paths. This has led to confusion, with users attempting to create ELIXIR Learning Paths through the standard workflow.

To address this, we propose the changes highlighted below. These changes will make the distinction between the general learning path registration process and the ELIXIR Learning Path process clearer, helping users follow the appropriate workflow and reducing confusion.

What are learning paths?
A learning path is a pathway that guides learners through a set of learning modules (courses/materials) to be undertaken progressively (from lower- to higher-order thinking skills to acquire the desired knowledge and skills on a subject by the end of the pathway.

1. Register training materials.
2. Create a learning path topic and add materials to it (repeat for each topic).
3. Register a learning path and add learning path topics to it.
