Document the release process

In order to allow any member to do it.

Incomplete list:

• run coverity and fix issues if there are
• run GitReleaseNotes (seems dead, maybe try this one) to generate release notes and edit them if necessary
• once all code is good tag the source, this will release:
  • Pretzel.zip and Pretzel.ScriptCs.zip on GitHub
  • Pretzel.nupkg and Pretzel.ScriptCs.nupkg on Chocolatey
  • Pretzel.Logic.nupkg and Pretzel.Logic.symbols.nupkg on Nuget
