[Feature request] Panel-wide actions

How can i bind some actions (on mouse wheel scroll, for example) above entire panel (any place at panel, above any icon, e.g. entire panel) to do smth (change volume / workspace / etc.) ? Or it's impossible?

It is not possible to set this from the config / GUI generally. However, it would be possible to write a plug-in that does this, but only if using the C interface:

(if you're using the DBus interface, only events on the applet's icon are registered, and even then, scrolling is missing EDIT: so you can react to scroll events only when the mouse is over the applet's icon)
Basically, you would need to write a plugin that connects to the NOTIFICATION_SCROLL_ICON signal on its container -- let me know if you're interested and I can put together an example that you can experiment with.
